User Story: When doing rental rights organizing, sometimes you'll have a list of addresses that are corporate landlord-run. Therefore program should be run there. Sometimes, you won't have an imported list and you'll need to manually add addresses as you discover they are eligible for your rental rights campaign.

Solution: Allow users to add addresses in bulk through the importer and manually add addresses very clearly with a button or link that says "add new address" from the burger bar for canvassers and admins.
