Allow admins to disable specfic voter data info in the 'About' tab

It would be great for Admins to be able to disable or toggle specific voter data fields (such as DOB) in the 'About' tab of the canvassing app, so canvassers only see the necessary information.

Adding here: if the About tab is enabled, there should be a control setting to prevent canvassers from editing the information displayed!
