I have a garbage list with phone numbers which are not on the voter file. I have address, name, phone number but no unique IDs. Ideally, I'd be able to import this file straight into a tool for deduplication, which allowed me to merge this with other data already in OF, tag them all with a list and then be able to use them for organizing. Critically, such a deduping tool would enable me to choose to keep the newly imported numbers, etc,... over-writing or selecting preferentially for that data over what's already in OF.
